From the moment in 2012 when Clark peeked his head over the fence between our properties to introduce himself (check out WHO was moving in adjacent to you), I found him to be charming, sarcastic and so darn handsome! But that was just the surface. As Bob and I got to know him better over the years, we discovered that Clark was a truly beautiful soul. He was so kind, had a wicked sense of humor, and was an honest and good man. Bob and Clark developed a special bond and I know Bob valued their coffee meet ups and conversations over the fence and in our respective living rooms. Bob loved the time he spent with Clark. My last encounter with Clark, when true to his good nature, he came over to adjust the sprinkler timer for me after our tenants moved out. Clark loved to help others. I am so deeply sad that we can no longer experience him in this life, but I am confident we will see him in eternity. My heart is broken for you and your extended family, Toni. Know that you are surrounded by light and love now and in the days ahead.

My deepest and most sincere condolences to the Rollins family. I was fortunate enough to have worked with Clark back in Twin Falls. A true stand up guy that understood what the badge stood for. There is no doubt that pain will be felt by many from the loss of a person as good as Clark. All must remember that if we had never experienced the feeling of good, we would never know what pain felt like. Thank you Clark for all the good you brought to the people around you. Rest in peace my friend.

My condolences and thoughts are with Clark's family. Clark was a colleague and a friend. We worked together for many years at the Department of Law Enforcement and Idaho State Police. Clark was definitely a "blue flamer." The kind of cop you wanted on your investigative team, but my special memories with Clark include sharing "how to be a father to a daughter" stories. He loved sharing those stories and his family meant everything to him.

Clark and I met in CDA ISP patrol in 86. We became instant friends and coached 7th grade football together. When he went to IBN I helped him move to Lewiston. We remained friends throughout our careers and while in Boise coached football together. He was a great friend and would go out of his way to do anything for you. We worked together and coached together for many years. The kids loved him and he loved them. He put his heart into it and they knew it. He was a great man and superb officer. He put his heart into all he did. The most kind and considerate person I ever met. Peace be with you. Condolences to Toni and all the family. My prayers are with you all. Steve Hopkins.

Clark worked out of the Twin Falls office when I worked in Buhl. He helped my agency out on many drug cases. A very likeable and professional man. RIP Major, many will miss you.

My sincere sympathy to the family that surrounds and supported Clark. We've been partners in law enforcement since 1986 and supported one another over the years.. A dependable friend, partner, and leader. He gave and offered so much and will truly be missed by so many people that knew his character and shared his friendship. Words don't amount to the value of his loss to our community and our loss of his friendship.

I first met Clark in the mid 80’s when we worked together in the Pocatello Region 5 Office of (then) DLE-IBN. Although Clark had recently transferred in from Patrol in Lewiston, he quickly made friends and became a welcomed team member. It soon became apparent Clark’s work ethic was “90 miles an hour with his hair on fire.”
Clark was a natural leader and was soon promoted to lead the Twin Falls Region 4 Office of the ISP Detective Division. Again, Clark was well liked among the Chiefs and Sheriffs in the region. I was soon to join him as my boss in Twin Falls. When Clark was again promoted to a HQ slot in Meridian, I took over his spot in Twin Falls. Years later when I retired, Clark made it a point to drive down to attend my retirement celebration.
I will miss Clark. He was one of the really good guys. I’ll miss how he would try to duck out of the picture when someone pulled out a camera at some celebration. I will miss how difficult it was to get Clark to sit still while working some long-drawn-out surveillance. I’ll miss how he could run into the nearest convenience store and buy 3 hot dogs for a dollar and have them eaten before we pulled out of the parking lot.
He impacted so many lives. He will be remembered and revered. Toni, I am very sorry for your loss. May the outpouring of love that surrounds you provide you with some comfort. I wish you peace and comfort in the days ahead.

Clark - Forever Friend and Mentor - We made 162 Albertsons the best E-commerce team - with you by our side the first year was hard and you were with us all the way. When you needed the break from the office you would just come by and visit and always left with a smile - waving and saying “Keep the Faith”. You were our glue and we all stuck together cuz you were there. I will miss you!!! Thank you for being such a wonderful person and Bless your family!
